Stormwater Management

In the unincorporated Ventura County, the stormwater management program is administered by the County Stormwater Program

The Program implements requirements and ensures compliance with the Ventura Municipal Stormwater Permit Order No. R4-2010-0108 within the unincorporated area of Ventura County and County facilities. Currently effective Permit was adopted by Regional Water Quality Control Board- Los Angeles Region on July 8, 2010

Within the County unincorporated area, The Program addresses such activities as:

  • Implementation of Permit’s Planning and Land Development Program including new requirements for Low Impact Development (LID).
  • Implementation of Permit’s required Best Management Practices during construction activities.
  • Elimination of illicit discharges and illicit connections to the County storm drain system and receiving waters.
  • Investigating suspicious discharges and illegal dumping of liquids and solids (examples: furniture, appliances, construction debris, soil/fill) into County storm drain system and receiving waters.

  • Monitoring water quality of urban stormwater and dry-weather runoff on an ongoing basis.
  • Inspecting commercial businesses, industrial facilities, and nurseries to ensure implementation of housekeeping Best Management Practices to protect water quality of urban stormwater and dry-weather runoff.
  • Providing education and public outreach on protecting water quality and stormwater pollution prevention.
  • Providing annual trainings to the County employees on stormwater pollution prevention.

County Stormwater Program is a part of the Ventura Countywide Stormwater Quality Management Program (VCSQMP) including ten incorporated cities in the Ventura County and Ventura County Watershed Protection District. The VCSQMP is managed through Management Committee and six subcommittees: Construction, Public Outreach, Public Agency Activities, Land Development, Business Outreach and Illicit Discharge, and Capital Improvement Projects. This is a very comprehensive program as can be expressed by its Mission Statement:

Enhance, protect and preserve water quality in Ventura County water bodies using proactive and innovative ideas for preservation of biodiversity, ecological viability and human health.  Works as a Countywide team with public agencies, private enterprise, the environmental community and the general public to locally implement the Clean Water Act requirements, balancing the actions taken with social and economic constraints.
